other پیشنهاد معیارهای برنامه‌ریزی محله مبنا در برنامه‌های توسعه شهری (مطالعه موردی: طرح الگوی توسعه منطقه‌ای سه تهران) عمومى General پژوهشي Research <p>برنامه‌ریزی محله مبنا از رویکردهای نوین در ادبیات برنامه‌ریزی شهری به حساب می‌آید که بر نقش اجتماع در فرآیند محتوای برنامه‌ریزی تأکید دارد. در این حال، مفهوم محله که اساس این رویکرد است قدمت و ریشه‌ای طولانی در اجتماع محلی دارد. پژوهش حاضر بر آن است، معیارهای برنامه‌ریزی محله مبنا با تأکید بر بازتوزیع سرمایه اجتماعی، بر توسعه محله‌های شهری در امور برنامه‌ریزی تأثیر دارد که باید در برنامه‌های توسعه شهری ویژه با مقیاس‌های کوچک مدنظر قرار گیرد؛ زیرا تحقق‌پذیری و پایداری برنامه‌های شهری جز با استفاده از توانایی‌ها و ظرفیت‌های اجتماعات محلی میسر نخواهد بود.</p> <p>پژوهش حاضر با بررسی مفاهیم نظری موجود، مؤلفه‌ها و معیارهای برنامه‌ریزی محله مبنا را استخراج کرده، سپس مؤلفه‌ها و معیارهای مربوطه را در یک برنامه توسعه شهری با قابلیت تأثیرگذاری و نقشه‌برداری بر توسعه با اولویت اجتماعات محلی بررسی نموده است. طرح تفصیلی منطقه ۳ تهران به‌عنوان نمونه برای ارزیابی انتخاب گردیده است. مؤلفه‌ها و معیارهای مربوطه در بخش‌های مختلف طرح تفصیلی تهران در قالب دو بعد ویژگی‌ها و مفاهیم، میزان به‌کارگیری و مطابقت آن‌ها مورد بررسی قرار گرفت. نتایج نشان می‌دهد اکثریت مؤلفه‌ها و واژگان کلیدی مؤلفه‌های برنامه‌ریزی محله مبنا در ادبیات طرح تفصیلی به‌کار رفته نشده‌اند و نظر مفاهیم موجود در مؤلفه‌ها و معیارها در ارتباط و انطباق ضعیف رو به متوسطی بین برنامه‌ریزی محله مبنا و طرح تفصیلی منطقه ۳ تهران وجود دارد.</p> <p>روش به‌کار گرفته در تبیین ارتباط میان این مفاهیم در طرح تفصیلی منطقه ۳، روش تحلیل مضمون است که روشی نسبتاً جدید در تحقیقات کیفی به حساب می‌آید و تکنیکی به کار رفته، تکنیک تحلیل محتوای کیفی مضمون می‌باشد. همچنین لازم به ذکر است که تعدادی از مؤلفه‌های برنامه‌ریزی محله مبنا شامل بازتوزیع همکارانه، تمرکززدایی و سرمایه اجتماعی در وضعیت بسیار ضعیف در محتوای این طرح قرار دارند. این پژوهش سبب تقویت نگاه اجتماع‌محور و اجرایی به برنامه‌های توسعه شهری گردید.</p> <p>Community-based planning is a new approach with an emphasis on the role of the community in planning. However, some of the principles and basis of this approach have been derived from the ancient local communities. Community-based planning especially emphasizes decentralization, social capital, property-based approach, and engaging people in planning that should have been considered seriously.</p> <p>The current study reviews the existing literature, and extracts the components and criteria of community-based planning especially in the evaluation process of an urban development plan. The detailed plan of the 3rd district of Tehran has been selected to be evaluated as the case of study. The method of analysis of themes network has been applied for this purpose. Findings show that the majority of the components and criteria of the approach of community-based planning have not been applied in the plan. Although some of the components and criteria, such as participation, have been used in the plan, there is a poor relationship between the contexts of these themes in the plan and in the community-based planning literature. It should also be noted that the number of components on a community-based plan such as collaborative planning, decentralization, and social capital are located in very poor positions in the content of the plan (not as the key concepts of the plan).
