fa برنامه‌ریزی شهری همه‌شمول: پیشنهاد راهکارهایی برای ارتقاء همه‌شمولی و حفظ منفعت عمومی در تصمیمات کمیسیون ماده پنج شهر تهران عمومى General پژوهشي Research <span style="font-size:11pt"><span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:&quot;B Nazanin&quot;">برنامه‌ریزی شهری بر منافع گروه‌های مختلف اثر می‌گذارد و برای برخی ارزش افزوده و برای برخی دیگر خسارت ایجاد می‌کند. برنامه‌ریزی شهری همه‌شمول می‌تواند از طریق مشارکت همگان و به ویژه اقشار آسیب‌پذیر نظیر فقرا، ارتقاء شفافیت، پاسخگویی و حمایت از گروه‌های کمتر شنیده شده زمینه‌ی دستیابی به شهر همه‌شمول را فراهم سازد. در ساختار کنونی مدیریت شهری تهران، کمیسیون ماده پنج شهر نقش پررنگی در برنامه‌ریزی شهری یافته اما بررسی‌ها نشان می‌دهد که تصمیمات این کمیسیون شمولیت و دربرگیرندگی لازم را ندارد. پژوهش حاضر نشان می‌دهد چگونه می‌توان در چارچوب قوانین موجود فرآیندهای دبیرخانه‌ی کمیسیون ماده پنج شهر تهران را اصلاح کرد تا همه‌شمولی برنامه‌ریزی امکان‌پذیرتر گردد.</span></span></span></span></span><br> &nbsp; <span style="font-size:11.0pt"><span style="line-height:115%"><span style="font-family:&quot;Times New Roman&quot;,serif">Urban planning influences the interests of various social groups, generating added value for some while causing harm to others. Inclusive urban planning aims to facilitate the development of an inclusive city by promoting broad participation&mdash;especially of vulnerable populations such as the poor&mdash;enhancing transparency and accountability, and supporting marginalized voices. In the current urban management structure of Tehran, the Article 5 Commission plays a central role in urban planning. However, evidence suggests that its decisions often lack the required inclusivity and representativeness.
