Urban planning influences the interests of various social groups, generating added value for some while causing harm to others. Inclusive urban planning aims to facilitate the development of an inclusive city by promoting broad participation—especially of vulnerable populations such as the poor—enhancing transparency and accountability, and supporting marginalized voices. In the current urban management structure of Tehran, the Article 5 Commission plays a central role in urban planning. However, evidence suggests that its decisions often lack the required inclusivity and representativeness. This study explores how, within the framework of existing laws, the procedural mechanisms of the Secretariat of Tehran’s Article 5 Commission can be reformed to make inclusive urban planning more achievable.
