Sometimes urban spaces require the enhancement of a particular quality, and since urban design processes are generally comprehensive and holistic, they cannot provide a unified formula for all issues. In this research, we aim to propose an optimized, rational, and limited process based on a specific quality, which is flexibility. To achieve this goal, we first review the theoretical literature on the flexibility of urban spaces, indicators, and techniques. Then, we analyze and examine the process of various projects at the urban design scale.

In this process, comparative analysis of steps, examination of issues, techniques used, objectives, methods of public participation, and innovation alongside project feasibility are addressed. Finally, based on the research objectives and studies conducted, we have formulated and presented an optimized urban design process aligned with the quality of flexibility. This process, derived from various examined processes, can serve as a process for specific qualities or as a basis for other urban design processes.

The proposed process consists of four main sections: awareness, selection, design, and implementation, each of which comprises various sub-sections and steps. It is hoped that the outcome of this research can contribute to the better implementation of urban design projects.
