The discussion of the quality of architecture in government plans for housing production in Iran is one of the most critical questions in the analysis of the government’s basic actions in providing housing for target groups, such as renting with the condition of ownership, mortgage housing, national housing measures, jump in housing production, etc. The critical analysis of the literature shows that the measures taken due to the sharp increase in the price of materials, wages, and construction inputs have not been able to prevent the increase in housing prices, and in these years, the growth of housing prices has always continued under the influence of annual inflation in the country. The issue less seen in the literature is the quality of construction of these projects. According to the hypothesis of the research, despite achieving significant successes in housing production, the obtained projects do not have favorable conditions in terms of architectural quality. The theoretical framework of the research is based on the concept of the quality of the built environment in the theory of excellent architecture. Based on this, the four primary axes of “architectural quality” include: Aesthetic (physical beauty, creative environment, and artistic beauty), Sensory and experiential richness (quality of construction of physical space, sensory perception, and mental perception), Functional (Compatibility of function and design of space, road network, and transportation, compatibility of city form with land use and safety and security), Environmental sustainability (microclimate, solar light, use of natural resources and pollution control). The research method combines qualitative and quantitative methods. The researcher refers to the reference groups and uses their opinions to analyze the identified variables in the field of housing quality. For comparative analysis, qualitative opinions are compared with each other using a quantified Likert scale. The analysis of case samples among the government projects of housing production in Iran shows that quantitatively, among the leading indicators of architectural quality, the group of variables in the field of aesthetics is the lowest, with an average of 2.87. The average of variables in sensory and experiential richness is 2.96. The field of environmental sustainability is ranked with 3.02. Among these groups, the functional integrity domain variables have the best conditions with 3.11. The research results show that “architectural quality” does not have suitable conditions among the flagship projects related to government plans for housing production in Iran. The result of all these indicators will equal 2.98, which can be evaluated as average in an optimistic state. Despite significant efforts, the quality issue has been neglected among the principal axes of government plans for housing production in Iran. In the end, the research offers strategic suggestions for improving the quality of architecture, which are: Paying attention to the local identity and concepts of Iranian Islamic design, Taking advantage of modern technical knowledge and new technologies, Paying particular attention to the special place of design. Architecture and Using integrated approaches to design and implement housing production projects.
